Chapman Township is soliciting sealed bids for (1) new/unused 2017 / 2018 Heavy Duty 3500 4WD Crew Cab Truck with specifications as follows:
2017 / 2018 Heavy Duty   4WD Crew Cab Truck with 8’ Bed with Spray-On Bed liner, Single rear wheel
Engine:  EPA Compliant Turbo charged, V8 Diesel HD (Provisions for front mount live hydraulic pump), 220-amp alternator, engine block heater, engine exhaust brake, engine oil cooling system  
Drivetrain:  auto-locking rear differential
Transmission: Heavy duty automatic transmission, Heavy Duty transfer case, HD transmission cooling system  
Frame:  Heavy-Duty, Minimum: GVW 11,600 (Frame reinforced per manufacturer's standard) 
Steering:   Power.      
Brakes:  Power, 4 wheel disc brakes
Tires/ Wheels:  18” all terrain black wall tires on steel wheels  with spare wheel
Electrical: 12-Volt, 220-amp alternator, dual batteries.

Color:  Exterior -- Red   
Lights:  All lights to be ICC approved and to conform to all State and Federal safety requirements.  All switches shall be mounted in cab within easy reach of driver with functions clearly labeled.  All wiring shall be in weatherproof conduit where possible and secured in a professional manner.

PRE-DELIVERY SERVICE:  The truck and all components shall be free of leaks and fully operational with all adjustments made prior to delivery.

WARRANTIES: Bidder shall furnish with their bid a copy of the standard factory warranties. This includes the Truck, Oil Distributor and all electrical components. Also, a break-down of coverage on the Engine, Chassis and Transmission for the Truck shall be included.

EXCEPTIONS:  Any exceptions or variances to the exact bid specifications stated herein shall be listed on a separate page clearly marked “Exceptions:” Failure to do so may result in rejection of the bid. 

Bid results will not be given over the telephone.  Results may be obtained by attending the public bid opening or by sending a self-addressed stamped envelope to the Chapman Township Board of Supervisors with your request for bid tabulation. Bid results will be posted on our website
www.chapmantownship-pa.us at our earliest convenience.

Bids shall be submitted on or before the date and time set for closing of bids, that being Tuesday, October 3, 2017 at 6:30 p.m. in the Municipal Building located at 196 Main Street, North Bend PA 17760.  At this time, they will be opened and publicly read.    Bids received after the scheduled closing time will not be considered. Bids that do not carry proper identification may be rejected. Bids must be securely sealed in an envelope addressed and marked on the outside with the name and address of bidder, marked clearly with “TRUCK BID”.  The Chapman Township Board of Supervisors will accept no responsibility for the premature opening of a bid not properly identified on the outside of the envelope. Each bid must show the complete business or mailing address of the bidder and must be signed by him with his usual signature.
Bids already submitted may be modified by letter provided modification request is received in the Chapman Township Board of Supervisors prior to the time set for closing of bids. Bids already submitted may be withdrawn upon proper identification of bidder and provided request is received prior to time of closing.  Negligence on the part of the bidder in preparing the bid confers no right for the withdrawal after the time set for closing of bids. 

NOTICE TO SUCCESSFUL BIDDERS:  The successful bidder will be notified by letter or telephone as soon as possible after bids have been opened, tabulated, and analyzed. Unsuccessful bidders will not be notified.  
NOTE:  In the event that goods or services delivered by the vendor are unsatisfactory and remain unsatisfactory after a notice and an opportunity to correct the deficiencies, the Township reserves the right to purchase substitute goods or services from the other bidders.
Chapman Township interprets the term “lowest responsible and best bidder” as requiring Chapman Township to choose between the kinds of materials, goods, wares, or services subject to the proposal, and determine which proposal is most suitable for its intended use or purpose.  Chapman Township can determine any differences or variations in the quality or character of the material, goods, wares or services performed or provided by the respective vendors.  Chapman Township will award the bid, if the successful vendor refuses or fails to make deliveries of the materials/services within the times specified in the Request For Quote, purchase order or contractual agreement, Chapman Township may with written notice, terminate the contract OR purchase order.     Chapman Township will use discretion with regards to disclosure of proprietary information contained in any response, but cannot guarantee the information will not be made public.  As a governmental entity, Chapman Township is subject to making records available for disclosure pursuant to the Pennsylvania Open Records Act.  Any confidential or proprietary information should be clearly marked.  The vendor certifies that this proposal is submitted without collusion, fraud, or misrepresentation as to other vendors, so that all proposals for the project will result from free, open, and competitive proposing among all vendors.  This Request for Quotation, responses thereto and any contract documents will be governed by the law of the Commonwealth of Pennsylvania.  Any dispute arising out of the same will be litigated only within the courts of the Commonwealth of Pennsylvania.  The Township is exempt from the payment of Federal and excise taxes and from Pennsylvania sales tax.
